1. Enrolment

  Where Can I Get an Application Form?

Application forms can either be obtained from the District Offices located in different districts in Hong Kong, or the AMS Headquarters, or be downloaded from this website (http://www.info.gov.hk/ams).

  What qualification should I possess to enroll in the AMS?

People who are interested in voluntary medical work and fulfill the following requirements may apply to enroll in the AMS:

1. Physique: good physique, pass the Trading and Physical Fitness Test and Medical Examination.

2. Education level: F.3 level or above, can read and write Chinese.

3. Age: 16 years to 60 years. For an applicant whose age is under 18 years of age, shall obtain his parent or guardian¡¦s written consent in the application form.

4. The holder of an identity card issued under the Registration of Persons Ordinance (Cap. 177)


  What are the enrolment procedures?

Any person who is interested to enroll in the AMS should mail a completed application form to the AMS at the following address: AMS Headquarters, 81, Princess Margaret Road, Homantin, Kowloon. Upon receiving the application form, the AMS will contact the applicant in writing and arrange the following for him:
(1) Trading and Physical Fitness Test (TPF Test)
(2) Interview
(3) Medical Examination (to be proceeded during office hours)

  What is the purpose of the TPF test and what items are being tested?

The purpose of the TPF Test is to assess beforehand whether new recruits can carry out their duties if they become members of the AMS.

4. 1 Minute Press-up Male: at least 17 times in a minute
Female: at least 9 times in a minute
with both knees knelt down on the ground
5. Sit-and-reach test Both hands should reach the box and stretch beyond 14-cm once out of three trials.
6. 2.4 Km Run/walk Should be completed within 19 minutes;Bonus marks will be given if completed earlier (1 mark for 1 minute)

Note: To fulfill the requirements of the test, all the above items must be completed. Other than the Run/walk item, no bonus marks will be given to other items despite early completion.


  What should I bring along when I attend the above TPF test?

Runner shoes, bottled water, sportswear and towels.

  What will be tested in Medical Examination?

Medical Examination will be carried out by the Government arranged private clinic or medical institution. The examination includes blood pressure taking, eyesight test, X-ray and urine sample testing etc.

  What training will the AMS provide to new recruits?

All new recruits except medical professionals, e.g. doctors or nurses, will receive approximately 100 hours recruit training to learn about the organization of the AMS, first-aid knowledge, disciplines, squad drill and casualty handling etc. Upon the completion of the recruitment training, all recruits should attend a test. Only those who can pass the test will be awarded a certificate and deployed to serve in different training accommodations.

After the recruitment training, all new recruits should attend regular team training (being held in two Sunday mornings and one weekday evening monthly) to learn more medical/first-aid knowledge and skills e.g. the evacuation of casualties and disaster management, etc. In addition, courses on Basic Home Nursing Training will be arranged to meet the needs of the Service. Those who have passed the test will be arranged to practice in the wards of selected hospitals for bedside experiences.

Apart from these, the new recruits will receive training on the following: Disaster Medical Assistant Course, Home Nursing Course, driving training, the application of radio communication equipment, leadership training, management course, life saving, management of methadone clinic course, etc.

In general, training courses will be held in evenings during weekdays, weekends and public holidays. Training centres and venues are located in the territories that can easily be accessed by the recruits.

  Services

The AMS members are mobilized to assist in the scenes of major epidemics such as floods, landslides, collapsing of buildings and contagious diseases etc. The non-emergency services provided by the AMS include first-aid coverage in country parks, major public functions and activities. Moreover, the AMS members will provide paramedical supports to hospitals, dressing stations of the Fire Department, methadone clinics and non-emergency ambulance services to meet the needs of the public.

  What medical benefits will the AMS members are entitled to?

An AMS member who while on training or on duty sustains an injury or contract an illness, which is attributable to the discharge of his duty, shall be provided with free medical treatment in Government clinics or hospitals. If the member suffers from permanent harm or die as a result, impairment allowance or widow¡¦s pension will be given according to the established Ordinances.


  What kind of allowances can I get?

The purpose of joining the AMS is not about monetary reward, it is the first-aid skills we can learn during the training course. Having equipped with the professional first-aid knowledge, one can provide services to those in need during emergencies and disasters.

  New Recruits

1. New recruits undergoing training or members on duty will be granted allowances according to the number of hours they spend.

2. Subsistence allowance will be granted to members undergoing training or on duty for eight hours or more.

3. Part of the recruitment training will be held in a self-value-added (i.e. no pay and allowances) format.

  What are the serving conditions?

A member who, without reasonable excuse, resigns from the AMS, or who is discharged or whose enrolment is cancelled, within 1 year of the completion of his recruitment training shall upon request by the Commissioner pay to the AMS the reasonable costs of his recruitment training in the AMS.

  How can I change the appointment of medical examination?

You can contact the clinic direct if you want to change the appointment date. But the proposed date should fall around two weeks of the original appointment. However, if it is impossible, because of you falling sick, being pregnant or traveling abroad, you should contact the AMS Headquarters to make another appointment.

  How can I notify the AMS about the change of my corresponding address?

You can notify us about the change by the following ways:

  Do I need to pay any fees to become a member of the AMS?

No, the enrolment is completely free of charge.

  Can I exempt from attending the recruitment training if I already have knowledge on first aid and squad drill?

While esprit de corps is an indispensable element in recruitment training, it provides members with knowledge in regulations, instructions and disaster medicine of the AMS. Therefore, except medical professionals such as doctors and nurses, all recruits have to attend recruitment training.

  Is it possible for me just to learn first aid skills without joining the AMS?

We mainly provide first aid courses for government employees to meet their operational needs. If vacancies are available, we welcome the public to attend the courses with fees charged. All the courses are held during office hours. The particulars of the courses are as follows :

(1) Basic First Aid Course (This first aid certificate course meets the requirement of Hong Kong Legislation)
This is a four and half day's course, which normally holds on Tuesday to Friday weekly. The class will start from 9 a.m. to 5:15 p.m. and an examination will be held on the subsequent Monday from 9 a.m. to 1 p.m. The fee for this course is HK$ 660.

(2) First Aid Refresher Course (A course suitable for people who have already obtained first aid certificates)
This is a three half-day's course, which normally holds on Wednesday to Friday. The class will start from 9 a.m. to 1 p.m. and an examination will be held on the subsequent Monday from 9 a.m. to 1 p.m. The fee for this course is HK$ 395.

(3) CPR
This is a half day's course which is held from 9 a.m. to 1 p.m. The fee for this course is HK$ 110.

  What shall I bring along when I attend the interview?

Your Hong Kong Identity Card, 2 photos, documents that prove your academic qualifications and items for Trade and Physical Fitness Test.


2. First-aid and ambulance services

  How to apply for the provision of first-aid service?

Upon requests, the AMS will provide government and non-profit making organizations with free first-aid service. These organizations should fill in particulars regarding the nature of the activity, date and time it will be held as well as the number of participants anticipated in the application form, which can be downloaded from this website. The application should be made fourteen working days before the activity is held. To reply to an application, our targeted time is ten days. However, cases without sufficient notice will be considered under special circumstances, e.g. the activity is expected to attract a large number of audience.

  How can I apply for the provision of Non-emergency Ambulance Transfer Service?

The main task of the ambulance service in the Auxiliary Medical Service is to provide a FREE non-emergency ambulance transfer service to the public of the HKSAR. Our working days are from Monday to Sunday (including of Public Holidays) and our hours of providing service are from 0800 to 1800 hrs. The ambulance service covers Hong Kong Island, Kowloon, New Territories and Lantau Island. The administrative office of the AMS ambulance section is at 12/F Eastern Law Courts Building, 29 Tai On Street, Sai Wan Ho, Hong Kong. Our ambulance control phone numbers are 2567 0705, 2567 3083 and the fax no is 2886 5397. Our main target clients are those who need the medical care & attention are referred by the clinics of the Department of Health and private hospitals. An applicant should complete an Application Form (AMS 52) which should be endorsed by the authorized Medical professions of such medical institutions. All applications should reach the non-emergency ambulance transfer service office at least one full working day in advance preferably by fax (2886 5397) and then confirmed by phone.   Will the NEATS ambulances carry patients to the Lowu border, the Hong Kong International Airport, the Hong Kong and Macau Ferry Terminal, or the China(HK) Ferry Terminal?

If the transport service is initiated by the Fire Service Department, the AMS will provide transfer service to them. However the staff of the Department of Health/Hospital Authority should certify the need of such transfer service. The procedures of applying this service are the same as the application for transfer service of the NEATS ambulances.


3. Arrangement of a Visit to the AMS

  How to apply for an arrangement of a visit to the AMS Headquarters?

Schools and organizations are welcomed to visit the AMS Headquarters and learn about the services the AMS provide to the public. To apply for an arrangement of a visit, you should fill in an application form, which can be downloaded from this website (http://www.ams.gov.hk) and send the form to us for follow-up action.


4. First-Aid Training And Certificates

  Do the certificates awarded by the AMS fulfill the requirements of the legislation in Hong Kong?

The certificates awarded by the AMS fulfill the requirements of the legislation in Hong Kong, and they are recognized by the Hong Kong SAR Government.

  Can I get a replacement of first aid certificate if I lost my origin first aid certificate?

Under normal circumstances, a replacement of first aid certificate will not be issued. Instead, a letter of certification will be issued to the person concerned if his first aid certificate is still valid. (i.e. within 3 years starting from the date the first aid certificate is issued.)

  How can I extend the valid date of my first aid certificate when it is nearly expired?

Before or after six months of the expiry date of the first aid certificate, you may apply to attend a refresher course on first aid. Having passed it, you will have your first aid certificates extended for three more years.

  How do I make inquiry about first aid matters?

To inquire about first-aid matters, you can either mail your question(s) to the AMS Headquarters (81, Princess Margaret Road, Homantin, Kowloon), send an e-mail to info@ams.gov.hk , or fax your question(s) to 2715 0245.

  Where can I buy the First-Aid Handbook?

You can buy the First-Aid Handbook at the Government Publications Centre (Lower Block, G/F, Central Government Offices, 66, Queensway, Hong Kong), or buy it at the AMS Headquarters (3/F, 81, Princess Margaret Road, Homantin, Kowloon.)

  Can I buy first-aid kits from the above-mentioned premises?

No.

  What public transportation can I take to reach the AMS Headquarters?

The AMS Headquarters is located at 81, Princess Margaret Road, Homantin, Kowloon, with famous education institutions and government offices such as the Open Learning University, the Pui Ching Middle School, the Housing Authority in its neighbourhood. You can take buses that are destined to Oi Man Estate or take bus routes 182, 170, 103 or 113 to reach us.


5. Questions Frequently Asked By New Recruits

  How do I notify the AMS Headquarters about the change of my correspondence/residential address?

You can notify the Membership Section of the AMS Headquarters:

3. by fax: 2715 0245.
4. by internet "Easy Change of Address" (www.esd.gov.hk)

  How do I apply for a replacement of the lost membership identity card?

You can call at Rm. 309, the AMS Headquarters during office hours (10 a.m.-11:45a.m.) and bring along your uniform ($70 will be charged for a replacement of lost membership identity card).

  How can I renew a uniform if it is found unfit or has defects?

Member should try the uniform in the AMS's fitting room before they accept it. If the uniform is found unfit or has defects but is not used, it can in a reasonable time be renewed. However, if it is used, it cannot be renewed and the member should buy a new one at his own cost.

  HOwing to sickness, a member is absent from duty and he has already submitted the medical certificate to his employer. What can he do then?

A member should make a photocopy of the medical certificate and submit to his immediate supervisor in the AMS to explain why he was absent from duty.

  Can the AMS logo be used during non-AMS activities?

No. Prior permission should first be obtained from the AMS Headquarters.

  What can a new recruit do if he is dissatisfied to the district he is deployed?

A new member can submit a written request to his immediate supervisor and state clearly which district he wants to be deployed. In fact, the posting has taken the residential address of the member, whether the quota of a particular district and the distribution of members in different districts into account.

  Can members defer to attend the Disaster Medicine Attendants Training Course till the next class?

Yes. They can submit a written request to their immediate supervisor.

  Do the new recruits need to attend the annual examination?

For new recruits who have completed their training during the period from April to October, they are exempted to attend the annual examination.

  Who should I turn to if I want to inquire about pay and allowances matters?

You should first turn to your immediate supervisor, who in doubt can turn to the staff of AMS Headquarters (Tel: 2762 2036) for assistance.

  What shall I do if I lost the AMS uniform?

You should report the case to your superior and apply to buy a new uniform at your own cost.

  How long should a new recruit serve in the AMS before he can quit?

A new recruit should serve in the AMS for one year after completing the recruit training. If he cannot offer a reasonable explanation for quitting, or is demoted or dismissed within a year, he should reimburse the AMS a reasonable sum of money upon the request of the Commissioner.

  Can I apply to attend another class in the middle of the training course or defer to attend the training course on grounds of work convenience?

Yes, you can. However, if you apply for a change to attend another class in the middle of the training course, the vacancy thus arises normally cannot be filled by other members and would be wasted. Therefore, we do not encourage frequent changing of classes. Regarding deferment to attend the training course, you could only apply once.

  What shall I do if I fail the recruit exam.?

You can sit the exam. one more time. If you fail again, your membership will be terminated.

  What will happen if I am late to attend the training course?

New recruits should always be punctual. If they are late for 15 minutes, they are not allowed to enter the classroom until the start of the next session (about one hour later). This practice is to avoid the unnecessary disturbances of the progress of the whole class.

  Should I attend the footdrill if I feel unwell?

No, you should take a rest at home or consult a doctor.

  What will happen if I cannot attend some of the training courses owing to the need of attending to private affairs?

Members are required to have an attendance rate not lower than 80%. In this regard, they should carefully plan their attendance beforehand.

  Why should new recruits have to wear specific dress before uniforms are available?

As the AMS is a uniform organization, all new recruits have to wear uniforms. However, since the making of uniforms need time to proceed, during the interval, we require new recruits to wear specific dress to facilitate the enforcement of disciplines. Moreover, while the instillation of esprit de corps is a main item in the recruit training, wearing tidy and standard uniform is also an indispensable element in the recruitment training.


6. First Aid Courses

  How can I enroll in the first aid courses?

Government departments can send their employees to attend free first aid courses offered by the AMS to meet the needs of their jobs and enhance their quality of services. We also provide fee-charged first aid talks for personal or staff of commercial companies on request. Application form can be downloaded from this website. For inquiry, please call 2762 2020.

  Can members of the public apply to attend first aid courses offered by the AMS?

Yes. Despite that the majority of our first aid courses are held for civil servants, we do welcome the public to enroll in our courses with payment of fees, take a 4 1/2 days basic first aid course for example, the fee is HK$760. For enquiry, please call 2762 2020.
